SARS risk and the safety strategies of risk city

Risk city emerged with the risk society. City risks are an urban cultural feature that has been constructed by systemization. They increase as the technology and social efforts to eliminate them make progress. With the development of urban modernization, risks that a city faces are no longer those in the traditional sense such as natural or man-made calamities, but a type that threatens the whole society. The variety and complexity of risks in a city result from nature's fading away to some extent and the increase of city's modernization. To reduce risks, maintain safety and realize city's sustainable development is an important task in our city's construction and development. For a risk city, the strategy for safety is to establish an identify system of risk, a safety protection cover of city and to carry out a comprehensive counter measure to reduce city risks.
