发展政府与政府的科学发展

在中央提出科学发展观之后，各个领域都面临一个科学发展的问题。政府作为社会治理的主体，在推进科学发展上具有更为重要的作用，因此科学发展观要求政府自身必须首先科学发展。政府的科学发展必然包括政府自身的发展和面向社会治理能力的发展。果有善治则必有善政，因此必须大力发展政府，构建中国特色的发展政府学，借鉴全球发展政府的理论成果，研究中国政府发展的规律，为中国各级政府的改革和全面履行科学发展观职能提供理论及实践指导。

Developing Government and the Scientific Development of Government

After proposing the scientific development view in the central authorities,each field faces a problem of scientific development.And the government as the main body which manages the society,have more important function in advancing the scientific development,so the scientific development view requires the government's own scientific development.The government scientific development must include the government's own development and development of its ability to manage the society.If the government is good at managing there must be have good policies,so developing the government in a more cost-effective manner,the development government which constructs the distinct Chinese characteristics studies,draw lessons of the theory achievement from the whole world and study the rule of development of Chinese Government,it is necessary to guide the reforms of the Chinese governments at all levels and fulfill scientific development function from the theory to practice.
