我国新外交的为民意识初探

自21世纪以来，我国新一届政府采用了更加务实、自信、灵活与成熟的外交政策，不仅在国际上积极塑造“负责任”的大国形象，而且在国内积极树立“外交为民”的新形象。自本世纪初，我国外交理念的为民意识日渐增强，政府在不断推出新举措使外交工作走进人民大众、贴近平民百姓的同时，尤其建立起了有效机制保护海外中国公民的安全和利益，从而使我国“外交为民”这一宗旨得到更为具体的体现和进一步加强。

Research on China's New Diplomacy:Consciousness of Serving the People

China has been in a continual process of transforming her foreign policy since the ＂Opening Up and Reform＂ policy of the 1970s. Since the beginning of the 21st century, China has been developing a new approach to foreign policy that is keeping with her image of a globally responsible power. Meanwhile, China also wants to demonstrate that she loves her own people. This paper points out that 21st century Chinese politics promotes the idea that ＂diplomacy is for the people.＂ She is setting up effective mechanisms and institutions to inform the common people about her foreign affairs. These steps are uncovering the long-shrouded face of diplomacy and are helping Chinese citizens to learn more about and participate in national affairs. Some of the most innovative exam- pies of this philosophy are the programs and policies China is enable her consulates to protect the increasing number of overseas Chinese.
