西部落后地区城乡一体化发展研究

我国西部落后地区在推进城乡一体化发展进程中,正面临着工业化水平整体不高,工促农能力不足、城镇化水平低,城带乡能力不足、农牧业现代化水平低,劳动力转移能力不足、中小城镇发展的产业支撑力不足,吸纳农民工就地就业能力不足等诸多难题。基于此,西部落后地区要加快推进一体化发展,就必须准确把握两个现实关节点,把提升城镇化的质量和水平与加快推进农民工阶层向城镇居民转变结合起来。

On Accelerating Integration of Urban and Rural Development of the Western Undeveloped Areas

In the process of accelerating the integration of urban and rural development of the western unde veloped areas, they are facing four major problems, such as the industrialization level is not so high to promote agricultural development;the level of urbanization is not high to promote rural development;the agricultural modernization level is not so high to transfer the labor force ; and the urbanization development level of industry is not high to absorb the migrant workers＇ employment. Based on these reasons, the western undeveloped areas must grasp two real joints：to enhance the quality and level of urbanization and enhance the transformation of migrant workers to urban residents.
