| 摘 要： | 一个国家的崛起，在于综合国力的全面提升。而综合国力的提升，在于硬实力和软实力协调发展。只有硬实力和软实力协调发展，国家才有可能持续、健康地向前发展。大力发展文化事业，提升文化软实力，是增强综合国力的需要，是构建和谐社会的需要，是满足人民大众日益增长的精神生活需求的需要。提升文化软实力，应该处理好“保护”与“创新”、“引进”与“输出”的关系。

| Abstract: | The resurrection of a nation consists in the full increase of her overall national strength, which resuits from the harmonious development of the hard strength and soft strength, only when this is achieved can a nation step forward sustainably and healthily. Thus a full development of cultural cause and boosting of the cultural soft strength are required of increasing the overall national strength, constructing a harmonious society, and satisfying the civilian＇s increasing spiritual life. At the same time, while the cultural soft strength is boosted, the relationship between ＂protection＂ and ＂innovation＂, ＂import＂ and ＂export＂ should be properly handled. |
