非政府社会救助：社会救助主体多元化的必然选择

在我国社会救助的主体结构中,政府固然是第一责任主体,但受政府财力所限,政府救助存在许多盲点,有相当一部分社会成员游离在政府救助的保障网之外。从我国人口众多、经济尚不发达的国情出发,帮助社会困难群体的职能不能只由政府单独承担,应发挥各方面的力量,使社会救助逐渐形成由政府包揽过渡到政府和非政府力量共同参与的社会机制。

Nongovernmental social relief: inevitable option for diversification in social relief organization

With social relief in China,government is of course the principal subject that bears responsibility;yet,government with its limited financial resources is unable to give support to all the needy and there are a considerable part of social members who are kept away from governmental assistance.In light of the huge population of China and the underdeveloped economy, this article suggests that,besides government,various social groups should join in the campaign of helping the needy and social relief in the country should be undertaken by government and nongovernmental organizations jointly.
