借鉴发达国家经验,加强我国金融监管

为了金融市场的稳定运行、防范系统性金融风险 ,各国政府日益加强了金融监管措施。主要有 :各国财政、货币政策的国际协调 ;主要国家联合干预国际汇率市场 ;金融监管标准国际化——巴塞尔协议 (资本充足性标准 )与金融市场风险综合、及时评价。在发达国家 ,过去中央银行与银行监管局合二为一和一分为二的情况各占一半。但是 ,近年来 ,一些发达国家纷纷开始进行中央银行制度改革 ,在强化中央银行独立性的同时 ,将银行监管职能从中央银行分离出来 ,交由另外的政府机构承担 ,以适应金融领域混业经营的新潮流 ,即将银行、证券、保险三方面的监管机构合并到统一的金融监管机构。文章着重讨论美德日三国国内金融监管新趋势 ,以及由此对建立和完善我国社会主义市场经济体制下金融监管的重要启示

Enforce the Financial Supervision by Studying the Experience of Developed Countries

In order to stabilize financial market and avoid its systematic risk, governments of various countries put increasingly efforts on financial supervision. Their measures include: international coordination of fiscal and financial policies of various countries, co intervention in the international exchange market by the major countries, international standard of financial supervision-Basel Protocol(capital sufficiency standard) and VAR. In the past, half of developed countries' central bank and financial supervision are separated and half of them are combined. While recently, many developed countries launched reforms on the central banks, which separated financial supervision from central banks. That is, supervision of bank, securities and insurance is combined into an independent financial supervision institution. In this article, we focus on the recent trend of financial supervision in US, Germany, and Japan, which will provide insight and vision for the establishment of China's macro financial adjustment system.
