| Abstract: | The development gap between our country's west and developed countries and the gap between our country's west and our country's east and middle regions are the gap of exploitation to education and manpower resource fundamentally.We should adopt a sustainable strategy led by knowledge to exploit our country's west.This paper emphasizes on the strategic position of the exploitation edcational to education and manpower resource. |
