| 摘 要： | 实施西部大开发是一项复杂的巨大的系统工程,无论是经济结构的调整和升级,基础设施的大规模建设,还是生态环境的保护,城市化进程的加快,都需要注入大量的资金,但是由于西部地区经济发展中,资本积累包括原始积累的任务远未完成,资本形成不足或资本形成率低,资本积累能力弱始终是西部地区经济发展和产业结构演进的关键制约因素.最大限度缓解资金短缺对西部地区经济发展的制约,是西部大开发战略面临的重大难题.

| Abstract: | The Western development is a complicated and huge project. The adjustment of economical structure and its upgrading, infrastructure construction, environmental protection and urbanization acceleration requires huge investment of capital. This is due to the fact of uncompleted capital accumulation, law efficiency of capital formation, and inability of capital accumulation. These are the key issues that limit the economical development and industrial structure progressing. Therefore it is a great obstacle to reduce the limitation in the development of Western region due to the capital shortage |
