| 摘 要： | 高等院校筹资是我国当前高等教育急需解决的问题。而目前财政资金和商业银行贷款对高等教育支持力度毕竟有限,迫切需要拓宽高等教育筹资渠道。在国家财政性资金和商业银行贷款注入不足的情况下,应当利用国家开发银行的政策性银行属性和国家开发银行贷款准财政性资金的性质对高等院校进行开发性金融贷款,其方法为:国家开发银行对高等院校基础设施进行贷款;国家开发银行参与学生助学金贷款业务,转移商业银行风险;国家开发银行与商业银行通过“银团贷款”共同为高等教育服务这一准公共产品提供必要的资金保证。

| Abstract: | Fund-raising for colleges and universities is a critical problem that remains to be settled.Due to the limited support of financial funds and loans of commercial banks,colleges and universities need to broaden the channels of fund-raising.This paper argues that China Development Bank,a policy bank with loans which are quasi-financial capital,should grant developing financial loans to colleges and universities.Specifically,China Development Bank can grant loans to the infrastructural construction,participate in the grant loan so as to transfer the risks of commercial banks,and provide syndicated loans with commercial banks so as to ensure necessary funds for higher education. |
