铁道部公务员考核评价指标体系研究

摘    要:建立铁道部公务员考核评价指标体系,首先需要对铁道部公务员岗位要求的基本素质进行分析,建立铁道部公务员素质模型;其次,设计调查问卷,采用定性和定量的方法对调查结果进行分析,得到由“德、能、勤、绩、廉”5个二级指标和14个三级指标构成的铁道部公务员考核评价指标体系。在实际应用中,针对不同的考核目的和考核对象,该指标体系中的指标设置和权重分配将有所不同。

Abstract:In order to establish the performance appraisal indicator system for civil servants of Ministry of Railways,the paper firstly analyses the basic quality for civil servants of Ministry of Railways and establishes the competence model for civil servants of Ministry of Railways.Secondly,through designing questionnaire and the analysis of survey results using the qualitative and quantitative methods,the paper establishes the performance appraisal indicator system for civil servants of Ministry of Railways.The indicator system is composed of 5 second level indicators which are moral character,ability,diligence,achievement and honesty,and the 14 third level indicators.In practical application,according to different purposes and appraisal objects,the indicators and their weight of the indicator system will be different.
