摘    要:政府组织绩效评估是以实现政府管理的经济、效率、效益和公平为目标的全新的政府管理模式,对政府组织进行绩效评估顺应了行政改革的发展潮流,为解决政府管理的瓶颈探索了新的路径.绩效评估不仅有利于提高行政的透明度、民主化,从而推动阳光政府的建设,而且也适应了我国政治体制改革和我国加入WTO后的政府职能转变的需要.经济全球化的发展以及加入WTO的压力、人事管理的变革和公共人力资源开发的挑战以及机关效能向纵深发展为测定政府组织绩效提供了契机,构成了政府组织绩效评估的动力基础.

Abstract:The performance evaluation of the government organization is a new government management mode which takes economy, efficiency, benefit and equity as its target. This performance evaluation conforms to the developmental trend of the public administrative reform and explores a new way in settling the bottleneck question of government management. Performance evaluation can not only improve the degree of openness and democracy of the government administration and thus promotes the construction of the Sunlight Government, but also meets the needs of the political system reform and function change of government after China entering WTO. The development of economic globalization and the pressure from WTO, the personnel management reform and the challenge of public human resources exploration, and the deep development of the organs efficiency provide a good chance to evaluate the performance of the government organization and form a driving basis for the performance evaluation of the government organization.
