| 摘 要： | 建设高等教育强国是未来我国高教改革和发展的主题,也是我国实施科教兴国战略、建设人力资源强国和创新型国家的核心任务.高等教育强国的基本特征表现在高教正向功能的发挥、尊重学术组织特性、鲜明的国别特征以及多元高教体系四个方面.当前我国大学制度建设中面临的诸种挑战表明,创建现代大学制度是建设高等教育强国的必由路径.建立新的大学校长选拔制度,大学实行中位化管理,大学评价自主化以及强化大学协会功能,则是推进我国现代大学制度建设的基本对策.
