和谐社会和法治文明

经济发展在人均GDP达到1000美元到3000美元时,往往是社会发展的转折点。这时,社会的发展有两种可能。一种是通过民主法治建设,对经济发展中的贫富差距加以干预,在经济发展的同时,实现社会的共同富裕,保持社会经济的持续繁荣。另一种是片面强调经济发展,忽视经济发展中的贫富差距,造成两极分化加剧,并引发社会的动荡和经济的停滞。"拉美陷阱"是后一种模式的典型。和谐社会的提出,就是要在经济发展中,通过主动、自觉地超越"拉美现象",实现经济的发展和社会的共同富裕。而超越"拉美陷阱"最重要的途径是民主和法治建设。在当代,民主法治建设的核心是宪政建设。因此,建构社会主义和谐社会最根本的手段就是推进社会主义宪政。

Harmonious Society and Law-Ruling Civilization

The development of society will face the transition when per capita GDP reaches the range from 1000 to 3000 US dollars.There are two kinds of possibilities.One is to achieve common prosperity and keep sustained economic prosperity in the course of economic development by narrowing the gap between the rich and poor through the construction of democracy and rule by law. The other is to put undue emphasis on the economic development while ignoring the gap between the rich and poor,thus creating intensified polarization,social turbulence and economic stagnation.As we know,the Latin American trap is a typical ease of the latter model.Building the harmonious society is to realize the common prosperity and the economic development by surmounting the"Latin American phenomena"during the process of economic development.The most important way to surmount the Latin American trap is the construction of democracy and law-ruling of which the core is the construction of constitutional government.Therefore,the basic method of building the socialist harmonious society is to push forward the construction of the socialist constitutional government.
