浅析政府职能重塑与我国和谐社会的构建

在构建和谐社会的战略框架下,积极推进我国政治体制改革的步伐,加快政府职能重塑的进程,不仅关系到社会的稳定,也关系到经济的持续、协调、健康发展。作为和谐社会下的政府,一般具有两个基本特征:其一,必须是廉价的政府;其二,必须是高效的政府。我国目前政府工作中的突出问题是:政府的运作成本太高、“设租”、“寻租”行为恶性膨胀、政府的运作效率太低和政府的不作为问题。这个问题需要通过加快政治体制改革的步伐、加快政府信息化进程和创新政府管理模式来加以解决。

On Remoulding the Governmental Functions and Building a Harmonious Society

Within the strategic framework of building harmonious society,to promote the pace of the reform of political system and quicken the progress of remoulding the governmental functions concerns not only social stability but also the sustainable,co-ordinated and healthy development of economy.Governments in harmonious societies generally have two basic features;firstly,they must be economical;secondly,they must be highly efficient.At present,the salient problems in the work of government include high operation cost of government,vicious expansioin of such conducts as "illegal benefits" and "looking for illegal benefits",low operation efficiency and not-conduct of government,which are to be solved by quickening the pace of the reform of political system and the pace of governmental information progress,and by innovating the management mode of government.
