| 摘 要： | 现代意义上的刑法严格责任源于英美法系刑法理论,尽管仍然存在一些争议,但考虑到环境犯罪的复 杂性以及惩治环境犯罪的特殊性,认为应该在我国的环境刑事立法中引进严格责任原则,并指出这不仅符合世 界各国环境立法的发展趋势,而且在完善我国环境立法方面具有重要意义。
