| 摘 要： | 农村土地产权制度作为农村土地制度体系中的基础与核心 ,其创新的优劣直接决定着农业资源配置效率的优化。近年来围绕农村土地产权制度创新 ,理论界提出了许多富有启发价值的思路 ,但实践效果并不理想。认为 ,在法律所有权与经济所有权分离的基础上 ,建立与健全国家与农民双重所有的土地产权主体结构 ,更有利于农村土地制度运行目标的最终实现。

| Abstract: | The property rights system of rural land is the basis and nucleus of the land system, the innovation of which determines the efficiency optimization in the allocation of agricultural resources. This paper puts forward the idea that on the basis of separating legal ownership and economic ownership, the double structure of land property ownership of the state and the farmer is beneficial to the ultimate goal of the rural land system. |
