摘    要:常德市鼎城区自1998年实行"退田还湖"工程后湖泊面积增加、耕地减少.为了协调防洪与发展经济之间的矛盾,必须建立具有防洪减灾、高效的生态经济功能的替代产业.通过对多种替代产业模式的研究分析表明,应该选择以渔业为主,渔业与农、林、牧、副业结合的生态农业模式,同时采取相应的措施,增强其可持续发展能力和生态经济效益.这对整个洞庭湖区的替代产业的发展具有重要的意义.

Abstract:After reclaiming lake from farmland in 1998 in Dingcheng District,Changde,lake area is increased while cultivated area is decreased here. In order to bring flood control into line with economic development, a flood- control, disaster reducing, high - efficiency eco-economy replacement industry has to be established.Through the research and analysis of various replacement industry models, we find that the eco- agricultural model mainly based on fishery and combined with agriculture,forestry,stockbreeding and sideline production is preferable.At the same time we can adopt other corresponding measures to enhance its sustainable development ability and eco - economic profit. This is of great importance to the replacement industry research in the whole Dongting Lake area.
