建设创新型国家与管理科学的创新

建设创新型国家,应以突出企业技术自主创新的主体地位和普遍建立创新型企业为基础。就管理和技术的关系看,经过二十多年的引进和应用国外先进管理方法与经验,中国企业"技术落后,管理更落后"的局面已得到根本改观。但是,当引进管理所能容纳的"技术能量"释放完毕后,中国许多企业的技术研发,尤其是自主创新,出现了相对"萎缩"的现象。这对中国的管理创新提出了新的要求。因此,要使企业技术自主创新具有充满活力的活动形式,就需要对中国特色的管理科学创新加以研究,并提出相应的指导原则和基本研究内容。
