| 摘 要： | 在推进事业单位养老保险制度改革的过程中 ,目前应首先做好 :( 1 )加强社会保障法制建设 ;( 2 )实行养老保险征缴与经济的挂钩机制 ;( 3)加强基础管理 ;( 4)建立养老保险基金预算制度 ;( 5 )加快推进基本养老金社会化发放的步伐 ,对离退休人员实行社会化管理服务。 |

| Abstract: | In the course of promoting reforms of old-age-insurance system for public institutions,we should firstly strengthen legal system's construction for social security;secondly carry out the mechanism of combing old-age-pension levy with economy;thirdly reinforce fundamental management;fourthly establish budget system of old-age-insurance funds;finally speed up socialization old-age-pension and implement social management and service for retired people. |
