黑龙江城乡统筹发展策略研究

城乡统筹是党在＂十六大＂提出的重大战略决策,是解决＂三农＂问题的有效途径。黑龙江省作为我国重要的商品粮生产基地,＂三农＂问题尤为突出,＂三农＂问题已成为制约黑龙江省当前社会经济可持续发展的重要因素。笔者从城乡居民收入差距、城乡居民消费差距、城乡贸易差距三个方面,在对黑龙江城乡统筹的现状进行分析的基础上,提出应当从依托城镇化、建立农村土地市场、优化产业结构三个方面统筹城乡发展,加快社会主义新农村建设,最终实现全面建设小康社会的奋斗目标。

Strategy of Planning Development of City and Countryside as a Whole in Heilongjiang Province

The important strategic decision of planning development of city and countryside as a whole is put forward in the 16th National Congress,which is an effective way to solve the issus of agriculture,countryside and farmer.As an important commodity grain base of China,the issue of agricultrue,countryside and farmer question of Heilongjiang province is outstanding.The writer analyzes the gap between the urban and rural residents from three aspects,such as,income,consumption and trade.In a conclusion,we should accelerate the rural and urban development based on urbanization,establishing rural land market and optimizing industrial structure.
