| 摘 要： | 国民政府时期的国民会议代表选举相比清末和北洋时期的全国普选有重大的倒退.国民党内执政派系将此次国民会议视为给自己加冕和强化自己武力统一合法性的机会,未有扩大政治参与,与党内外精英分权的想法.参加国民会议的合法政党只有国民党一个党.公民的选举权获得要经过党部的许可.选举机构中没有其他群体的代表,只能体现国民党的意志.选举投票时采取记名投票法,便于选举操纵.党部对选举过程进行了控制和干预,选举自由度很低.这样的选举丧失了民主的精神,它本身也成了新的反蒋借口.
