| 摘 要： | "文化三民"就是文化乐民、文化育民与文化富民。"文化三民"有着科学的文化创意产业与知识经济的理论路径依赖。"文化三民"是以文化惠民、文化强民的理念推动城镇与乡村的文化建设,依照文化乐民→文化育民→文化富民的路径,以梯次推进与并举齐张的方式,推动经济、文化、社会与生态文明发展,建设创新型国家,实现中华民族的伟大复兴。"文化三民"的深入实施,带动了系列文化惠民的新政策新举措;通过"文化三民"实现载体创新,有效促进农村经济社会协调发展;通过"文化三民"实现方式创新,加快推动文化发展方式的转变。

| Abstract: | ＂Cultural Sanmin＂ is a national culture policy of entertaining the people, educating the people and prospering the people by culture. The proposal of this policy has its theoretical foundation on cultural creative industry and knowledge economy. To attain the goal of benefiting the people and making them rich through cultural means, the three aspects in ＂Cultural Sanmin＂ can be carried out in an orderly way or side by side. The full implementation of the policy has great significance in present China. It has brought about a series of new favorable cultural policies and measures; it will help achieve carrier innovation and promote effectively the harmonious development of rural economy and society. It can also accelerate the transformation of the mode of cultural development. |
