生态文明建设的路径依赖与制度支持——以西南地区为例

西南地区生态资源丰富,现有的生物多样性资源和多民族文化特征独具特色.近年来,通过发展生态旅游、文化旅游不断提高经济效益和社会效益.同时,民众的生态保护意识显著增强,各民族人民的优秀传统文化观、生态观为生态文明建设创造良好的条件.目前,西南地区已初步形成生态文明建设的路径依赖.然而要使得经济发展与生态问题建设协同推进,制度支持是必不可少的,这是形成新的路径依赖促进经济又好又快发展的必然选择.基于西南地区生态文明建设的具体实践,在制度环境(宏观制度体系)、制度实施(微观制度体系)两个方面构建了生态文明制度体系.

The Path Dependence and System Support of Ecological Civilization Construction --Taking the Southwest Area as an Example

The ecological resources in southwest of China are rich, with its unique biodiversity resources and multi - ethnic cultural characteristics. And in recent years, through the development of ecological and cultural tourism, economic and social benefits have increased continuously. Meanwhile, people＇s awareness of ecological protection here has improved as well. The fine traditional cultural view and ecological view of the people of all ethnic groups in this place lay an ideological foundation for the eco-logical civilization construction. Therefore, by now, the path dependence of ecological civilization construction in the southwest region has formed initially. However, to make economic development and ecological construction go forward in coordination, system support is essential. And it is also an inevitable choice for the formation of new path dependence and promotion of sound and rapid economic development. Based on the practice of ecological civilization construction in the southwest areas, this paper constructs an ecological civilization system in terms of the institutional environment （macro system） and the institution implementation subject （micro system）.
