关于国有经济几个基本问题的理论分析

本文用新的视角对制约国有经济和国有企业改革与发展的几个基本理论问题进行了系统探讨。文章认为 ,国家所有制不等于全民所有制 ,我们需要精心设计搞好的是国家所有制 ,而不是全民所有制 ;国有经济职能必须重新定位 ,这是搞好战略重组的前提 ,如何为国有资产保值增值 ,必须界定清楚 ,不能误解资产流失 ;国有企业摆脱困境的根本出路在于深化内部改革 ,而不是侧重解决所谓“外部环境”问题

A Theoretical Analysis of the Several Fundamental Issues of the State-owned Economy

From an entirely new perspective, this article conducts a systematic analysis of the several fundamental issues constraining the State-owned economy and reform and development of State-owned enterprises. The article maintains that State ownership does not equal to whole ownership by the people. And it is State ownership rather than whole ownership by the people that we should be carefully designing. The functions of state economy must be re-positioned, which is the prerequisite for better strategic restructuring. The issues of how to preserve and increase the value of State-owned assets must be redefined to prevent the assets from draining away. The fundamental way of state enterprises getting out of the predicament lies in the deepening of internal reforms rather than in the resolution of so-called "external environment" issues.
