试论金世宗时期临潢府（路）经济发展的动因

女真族建立的金王朝,在建制方面多沿袭辽制。其东北疆域的临潢府（路）,大部分位于今天内蒙古东部地区的赤峰市及其附近一带。这里历史悠久,幅员辽阔,经济发展速度较快,是内蒙古东部地区经济发展的＂金三角＂之一。早在金代,这里就是一个重要的农牧业经济区。特别是在金世宗时期,调整了金前期对这里经济的破坏政策,开始对临潢府（路）实行休养生息的裕民政策,使这里的经济得以恢复和发展,并逐渐赶上和超过辽统治时期的上京①。而金世宗开明的外交政策,又给这里创造了相对稳定的和平环境;加之该地区适宜的地理环境及重要的军事地理位置,使这里在大定年间,出现了＂其地肥沃＂,＂异于他处＂的繁荣景象,临潢府（路）地区这一繁荣景象的出现与金世宗时期较为稳定的和平环境及其开明的内外施政方针是密不可分的。

On the Reasons for the Developing of Linhuang'Economy During Jin Shizong

Jin dynasty,Jurchen built,whose political system were more like the Liao dynasty.Linhuang is located in today’s Chifeng,the east of Inner Mongonlia.Chifeng has a long history,vast territory and a better economic developing situation,which is one of the Golden Triangle in the east of Inner Mongonlia.In Jin dynasty,Linhuang was an important agriculture and livestock zone,especially during Jin Shizong period,the emperor adjusted the economic policy and stat putting focus on reduce subjects’burden,which made Linhuang’economy recoveryed and developed.As a result,Linhuang had catched up and finally surpassed Shangjing.In addition,the enlightened foreign policy creat a more stable and peaceful environment;Besides,as the appropriate geographical environment and the importance of military value,Linhuang district showed exceedingly flourishing sight.In all,that flourishing sight was linked tightly with the more stable,peaceful environmentand as well as the enlightened administration policy
