| Abstract: | Under the urban and rural dual structure,Chongqing's rural welfare guarantee system construction's development was still at the initial stage,it cannot meet the rural economic and social development multiplication need.The key to the problem is to plan Chongqing's urban and rural social security system construction by the scientific development concept,and to display the government's leading role in the system construction. |
