民间组织的培育发展与构建和谐社会——法社会学的视角

在政府与社会的互动中,作为市民社会重要代表的民间组织起着重要作用。构建社会主义和谐社会中民间组织的必要性体现在:民间秩序是法治秩序的基础,民间组织可以提供一定的公共服务职能促进政府职能转变,通过影响和监督公共决策实现“善治”,民间组织的发展可以促进社会发展的多样性,民间组织可以保护特定群体的利益并在公共权力与民间社会之间的互动桥梁,促进社会和谐,维护社会稳定。改革开放以来我国民间组织有所发展但仍存在不足,需创造良好的法律环境,促进民间组织良性发展,建设和谐社会。

In China,the government advocates to build a harmonious society,and the work of the government needs to cooperate with the people's hope for a fair society.In the neutral work of the government and the society,the NGOs which embodies the civil society will play an important role,The necessity is based on the facts that the civil order is the foundation of the legal order through their public service;NGOs can put forward the transformation of the governmental function,NGOs can promote "good governance" since they can influence and supervise the public policy,the development of NGOs can accelerate the diversity of the society,NGOs can also protect the interests of certain groups and establish the neutral reaction between government and NGOs.It's quite sure that NGOs can promote the harmony and the steadiness of the society.Yet the development of the NGOs is still not satisfying and we must promote the development of NGOs so as to build a harmonious society.
