| 摘 要： | 十七大报告全面阐述了科学发展观的深刻内涵、产生背景、精神实质,对深入贯彻落实科学发展观提出了新的要求。党的十七大标志着中国进入了科学发展的新时代。坚持以人为本,是科学发展观的本质和核心。坚持以人为本,对于全面理解和认真把握科学发展观,对于全面建设小康社会,从而真正实现立党为公、执政为民,都具有重要意义。
