开放政府与政府数据公开战略

提高政府公信力是全球关注的问题，创新政府管理，建设透明与开放政府，更多地在公共事务上实行公民参与，已成为全球的发展趋势。各国政府也在努力寻找各种途径，使政府更加透明、回应性更强、更加负责和有效。这也使得美国“开放政府”行动的影响越来越大。透明度、参与和协作这三项原则，构成开放政府的基石。而合理地开放政府信息、扩大信息公开与敏感信息的保护、提高政府信息的可及性则是有效实施政府数据公开战略，建设开放政府的必然选择。

Open Government and Government Data Disclosure Strategy

This paper describes the origin of open government, and discusses the connotation, value and trends of open government, and points out that innovative government management, building transparent and open government has become the development trend of the world. At the same time, this paper analyzes discussion of the Chinese scholars on building open government in China, and conducts specific discussion from three aspects： reali- zing greater disclosure of government data, finding a balance between open government and sensitive information protection, as well as facilitating public access to government information.
