| 摘 要： | 讨论了在实施农村城市化战略过程中,制度变革与创新的必要性和可行性。制度的变革与创新的内容包括:扭转二元经济结构使城乡管理分割、市场分割、户口分割、就业分割的制度变革和创新;完善市场机制,推动工业化与城市化的良性互动;市场导向和政府引导有机结合,促进人口、土地和资金等3个资源在城市建设过程的优化配置。

| Abstract: | This article discusses the necessity and feasibility of institutional changes and innovations in the course of rural urbanization in China.The changes and innovations involve three aspects:(a) discontinuation of the dichotomous economic structure in administration,market,household registration management system and employment,which isolates the rural arrears from the urban areas;(b) improvement of the market mechanism to realize a good interaction between industrialization and urbanization;and(c) combination of market-orientation with government administration to promote the optimized allocation of the three major resources,i.e.population,land and capital. |
