| 摘 要： | 20世纪二三十年代,中国农村陷入空前危机.华洋义赈会从改良民生目的出发,在中国第一次大规模介绍防灾思想,并将其付之于实践,这些被证明是二三十年代重要的乡村建设运动.从华洋义赈会工赈实践活动中,可以透视出民国乡村士绅的作用及国家与社会的权力博弈.在近代国家衰败情势下,民间力量弥补了官府实际行政能力的不足和国家在民生政策方面缺乏制度性规定的缺陷.

| Abstract: | The 1920's saw the unprecedented crisis in rural China. The disaster-relieving activities of the Huayang Relief League proved to be very important rural construction activities in China in the 20's, showing the role the rural squires played in the Republic of China period. As China was declining, those activities compensated for the weakness of the government and the lack of policies concerning people's livelihood. |
