政治文明与宪政建设密切相关。文明化是公共权力运行的内在要求,是政治的内在属性;现代宪政建设是现代政治文明的基本标志和制度性保障。现代宪政建设不仅是制订宪法,更是实践宪法。各国政治文明发展水平的差距实际上也是宪法实践程度的差别。因此,宪政文明建设除了要考虑到现代政治文明的普遍性原则外,还要照顾到各国的国情。就中国来说,宪政文明建设包括国家宪政化、政党宪政化以及社会宪政化三个方面,任何一个方面都不可偏废。

Political Civilization,Modern State and Constitutional Construction

The essay focuses on the relationship between political civilization and constitutional politics. It argues that civilizing is a natural feature of politics and necessary condition for public authority to operate. Modern constitu- tional politics is a basic cornerstone and institutional support for modern political civilization. It includes both of design- ing and practicing constitution. Indeed, the differences among levels of national political civilizations result from the extent to that constitutions are practiced and followed. Hence, in addition to general principles of modern political civilization, constitutional civilization should take different national conditions into consideration. As for China, consti- tutional civilization consists of three integrated and reinforced aspects: the state adopting the constitution; the party following the constitution and the society practicing the constitution.
