完善农民工医疗保障制度的几点思考

农民工已经成为我国经济社会转型时期推进城市发展的一支重要力量,其医疗保障问题的解决关系到社会主义和谐社会的构建。目前农民工医疗保障体总体状况不容乐观,尚存在制度保障效力不足、相关的配套机制不健全和有关部门对农民工医疗保障认识有偏差等问题。应积极发挥政府的作用,推进城市户籍制度和农村承包土地制度改革,同时加大宣传力度,加强法制化建设,建立和完善适合农民工工作和生活特点的医疗保障制度。

Reflections on Promoting Migrant Workers' Medical Insurance System in China

Migrant workers have played an important role in urban development during the period of economic and social transformation in China.Whether the problem of migrant workers' medical security is solved or not has something to do with the construction of harmonious socialist society.The overall situation of migrant workers' medical security is not optimistic at present in that there are still some problems such as the weak potency of system guarantee,imperfect corresponding systems and insufficient understanding of migrant workers' medical security.Therefore,the functions of government should be fully performed.Reform in the urban household registration system and rural land contract responsibility system should be further pushed forward.The work of publicity and legalization should be enhanced.The medical security system,which adapts to the working and living conditions of migrant workers,should be established.
