菜单式物业服务分等收费标准制定的实证分析

如何科学制定菜单式物业服务分等收费标准,目前还面临着诸多困难。以《南京市普通住宅物业服务分等收费标准》为例,总结菜单式物业服务分等收费的制定过程,标准的制定原则是(1)质价相等;(2)各方兼顾;(3)层次性;(4)可操作性。采用抽样调查的方法,在实施物业管理的住宅小区中按照所在行政区,总建筑面积进行二维划分,兼顾不同的建筑类型(同时已实施物管两年以上),按照比例抽取100个样本,对物业管理企业的服务水平与成本支出、业主的关注程度进行系统调查,通过数学方法对样本的物业服务水平进行量化,统计包括清洁卫生、绿化养护、安全护卫、设施设备养扩、综合管理等五大服务项目不同服务等级下的社会平均成本,得出业主的关注程度,以此调查结果作为服务标准、收费标准制定的重要依据。

An empirical study on making menu standard for graded property management

Based on the practice of making menu standard for graded property management in Nanjing and the survey of levels and costs of property management in 100 residential sub-areas, this paper firstly analyzes the principle of standard making, then evaluates and grades the levels of property management with the fuzzy comprehensive evaluation method and finally learns the average costs of different grades and consumers’ attention to the menu standard.
