城乡户籍统一改革的制度性不适因素与调适政策研究

以城乡户籍统一为目标的户籍制度改革进行了20多年,仍未取得突破性进展,原因是存在诸多与改革不适应的制度性因素。从医疗与养老保障制度、住房制度、教育制度、计划生育制度、兵役制度等几个方面深入分析城乡户籍统一改革的不适因素,给出相应的完善与调适政策,同时提出户籍制度改革自身的调适建议。

On Policy Factors Restricting the Reform Aimed at Unifying Rural and Urban Resident Registration System and Countermeasures

The resident registration system reform,aiming at the unity between the city and rural resident registration systems,has been going on for over twenty years without material development. The reasons may be boiled down to the many system elements unfit for the reform including health care,social security system for the elderly,housing,education,family planning,and the military service system. The paper analyzed in depth these elements and explained why they are not suitable with the residence reform. Finally some counter-measures were put forward to promote the reform.
