论义务教育均衡问题的公平取向

摘    要:义务教育均衡的公平意蕴,是义务教育均衡化的公平依据。义务教育均衡运动的公平性可以从中国义务教育发展的历史、教育伦理学、新义务教育法三个层面进行辩护。教育经费投入体制、教育硬件资源配置、教师资源配置和教育评价四个层面的改革与创新是义务教育均衡与公平的应然选择。
