构建和谐社会与完善弱势群体的利益表达机制

完善利益表达机制有利于构建和谐社会。目前，我国弱势群体的利益表达虽然得到了重视，但其权益还缺乏法律的充分确认和有效调整。为了实现社会和谐，政府作为全民利益和社会公正秩序的体现者，应当为利益表达做出相应的制度安排，为公民尤其是弱势群体提供利益诉求的制度性平台，使多元化社会中的合理利益诉求通过正当、规范的渠道输入公共决策过程中，供决策者调控、整合、汲取，从而制定出获得社会普遍认可的公共政策。

Building Harmonious Society and Perfecting Mechanism of Disadvantaged Minority Interests Expression

Perfecting mechanism of interest expression is benefit to harmonious society building.At present,interest expression of disadvantaged minority is confronted with a series of difficulties in our country,such as with-out recognition and lack of enough affirmation and effective adjusting on law.To realize a harmonious society,as the deputation of civil interests and social justice order,the government should make corresponding system to provide institutional platform for citizen,especially for the disadvantaged minority,and make rational interests expression in diversity society into the course of common decisions through proper and normative channel,which will help policy-makers to make public policy by adjusting,reorganizing and assimilating.
