| 摘 要： | 新闻媒体的转企改制是新闻出版领域的重要体制改革,转制过程中涉及全新的媒介规制建设。新闻媒体在构建社会主义和谐社会、形成社会主流价值观中,承担宣传者和促进者的重要作用,新闻媒体不仅要报道事实真相,还要正确引导舆论,维护人民利益,促进社会公平与正义。传媒的发展与社会的进步存在一种互动关系,新闻媒体转企改制过程中,要以和谐价值观为指导,从媒体与社会的关系、新旧媒体的融合互动、媒体与媒体从业人员关系三个方面,完善相应的媒介规制建设,真正维护传媒的社会公器地位,从而促进社会的和谐与进步。

| Abstract: | The reform of the media system is the main process in the news and publication field,and it needs wholly new media regulation.In the process of building harmonious society,news media can advocate and promote its progress.News media can report the truth of facts,influence the public opinion,and safeguard social fairness and justice.In the reform of the media system,the harmonious value will help to construct the media regulation from four aspects： the relations of medium and society,the relation of media units and its employee,the media mergence,the relation of setting agenda and leading the public opinion,to safeguard the independence of media and boost the harmony and progress of society. |
