简论我国征信立法原则

加快征信立法已成为推动我国征信业发展的当务之急。构建什么样的征信法律制度、怎样构建征信法律制度必须在特定原则的指导下进行。我国征信立法必须坚持市场化的价值取向，建立市场化的征信机制，既是我国征信立法的出发点，又是构建我国征信法律制度的落脚点。推动信息公开和确保信息安全是我国征信立法中应当重点关注的问题和必须坚持的原则。在此基础上还应坚持效率优先兼顾公平原则、实体权利与程序规则并重的原则。
