利益集团视野下的农民权益保护

我国农民在现阶段的利益格局中处于弱势地位,他们不能有效地维护自身基本权益,这在很大程 度上是源于利益集团发展的不平衡。农民在个人意愿层次、组织建制层次和社会宏观层次上都缺乏建立 自主的利益集团的条件。要维护农民的基本权益,就必须允许和支持农民建立自己的维权组织,防止既得 利益集团结成分利联盟并主导改革路径,政府要充当公共利益的代言人和各利益集团的仲裁者,为多元利 益集团的均衡博弈提供制度平台。

Protecting Rights of Farmers in the View of Interest Groups

The farmers are in unfavorable position in the rights structure of China nowadays and cannot well protect their rights, which is due to unbalanced development of interest groups. The farmers do not have the conditions of establishing sovereign interest group in the administrative levels of personal tendency, organization and macroscopic system. To protect the rights of the farmers, we must permit and support the farmers to set up their own organization, prevent Vested interest groups from forming alliance and dominate reform. Furthermore, the government should act as the spokesperson of public interests and the arbitrator of interest groups to provide the system platform for fair competition among multifarious interest groups.
