试论学报质量评价的误区

高校学报客观上存在地域上的差别和隶属关系、内容、形式、受众面的差别，使用同样的评价标准，其公平、公正性将受到怀疑。学报是文化传播的载体，以其自身的学术质量接受社会评价，而检索系统并不具备评价学报质量的功能，更不具备评价作者文稿质量的功能。作者文稿是学报质量的主体，但其被任何的刊载或转载都表现为文化知识的传播与再传播，对作者文稿质量毫无提升的意义。现行的评价方式，对究竟是以文稿质量决定质量，还是以学报是否为“核心期刊”，决定文稿质量，多少有些模糊，导致学报质量的评价进入误区。

Away from Misunderstanding of Evaluating the Quality of University Journals

University journal is a product of knowledge. Its quality is determined by academic value of paper, professional performance of editor, skill of printer and others. In producing a good journal, the contributions act as a core, the editor the dominant factor and printing the quality assurance. These three factors are basic elements for evaluating the quality of a journal. A high quality journal should cover social interests, economic interests and publishing quality. The understanding of this is important to help us go away from misunderstanding of evaluating the quality of a university journal.
