| 摘 要： | 特许经营在中国城市的污水处理行业中日益得到广泛应用,但是在特许价格的调整上仍缺少有效的指导方法。鉴于此,通过文献检索,识别出调整污水处理BOT项目特许价格所依据的关键风险,在政府和项目公司之间风险分担的基础上,针对政府承担的风险,给出单价调整和总价调整2种操作性较强的特许价格调整方法。

| Abstract: | Concession operation has become increasingly popular in the development of wastewater treatment projects in cities of China.However,there lack applicable methods to adjust the concession price of such BOT projects.The key risks which influence the adjustment of concession price in wastewater treatment projects have been identified through literature review and project survey.Based on the risk allocation between the government and the project company,according to key risks assumed by the government,there operable adjustment methods including unit price and total price adjustment have been suggested. |
