| 摘 要： | 在国际安全实践中,国家安全利益是国际安全关系的出发点和归宿,国际政治权力是国际安全关系雏护和变革的动力,而国际安全机制构建则源于国家间利益与权力的互动.国际安全机制的性质类型影响其功能输出.由于机制的内在机理和国家自身的特性,主权国家对机制的参与选择是一个复杂的博弈过程.遵循"利益-权力"理性博弈的原则,参与选择中塑造新的安全机制体系,应坚持在联合国集体安全机制不断完善的前提下,积极开展安全合作,尽量避免对抗和冲突,以求维持全球的稳定与和平.
