城乡二元体制下工业化与城镇化协调发展研究

以城乡二元户籍制度为核心的城乡二元体制是中国特有的一套综合性社会制度,由为保障重工业优先发展的制度安排演变而来.城乡二元体制有效推进了工业化水平的迅速提高,却制约了城镇化的发展,导致中国城镇化水平滞后于工业化水平.通过对改革开放以来中国城乡二元体制的变迁及工业化与城镇化发展的协调性与一致性的实证分析,论证了城乡二元体制是影响工业化与城镇化协调发展的重要因素;并通过成都市以统筹城乡改革推进工业化与城镇化协调发展的案例分析,表明打破城乡二元体制,推进人口等生产要素在城乡间自由流动,有助于促进工业化与城镇化协调发展.最后,针对成都在推进工业化与城镇化互动过程中面临的瓶颈,提出从国家和地方两个层面共同实现工业化与城镇化的协调发展.

A Research on the Coordinated Development of Industrialization and Urbanization under the Urban-rural Dual System

The urban-rural dual system,based on the urban-rural dual system of household registration unique to China,originally developed from the institutional arrangement of ensuring the priority to the development of heavy industry.While it has effectively promoted the rapid development of industrialization,this dual system has also restricted the development of urbanization.Consequently,the level of urbanization in China has always lagged behind the pace of industrialization.Through an empirical analysis of the changes of Chinese urban-rural dual system since the reform and opening up and the coordinated development of urban and rural areas,this paper demonstrates that the urban-rural dual system has been a serious factor restricting the coordinated development of industrialization and urbanization.With a case study of Chengdu’s success in the urban and rural reforms,the paper intends to show that breaking the dual structure and promoting the free flow of population and other production factors between urban and rural areas will contribute to the coordinated development of industrialization and urbanization.And finally,to resolve the bottleneck in the interactive process of promoting industrialization and urbanization,the paper proposes that the coordinated development should be achieved at both the national and local levels.
