| 摘 要： | 引导基金可以通过杠杆作用撬动社会资金,共同投资高科技企业,从而帮助解决产业升级过程当中的资金瓶颈问题。比较分析当前我国引导基金的几类主流模式,并根据福建省经济发展与产业结构的特点,提出引导基金应主要参照地方政府与国开行共同设立的模式,在引导基金的建立过程当中,可以采用非法人制的组织形式。

| Abstract: | The government leading fund can leverage the social capital to high-tech enterprises,and help to solve the "bottleneck" problem of industrial upgrading process.This paper compares and analyzes several major models in China.According to the economic development and the industrial characteristics in Fujian Province,this paper makes recommendations to the development of the government leading fund: it can take the model of local government and the China Development Bank co-funding with the form of illegal system. |
