探讨教育经费筹措与运作的新体制

目前 ,各级各类办学机构教育经费短缺的问题十分突出。而同时 ,又有许多贫困的家庭和学生难以担负得起正常的学费。助学贷款政策同时受到银行商业行为的限制及社会信用体系不健全的双重困扰 ,难以有效地推行。为从根本上解决这一系列问题 ,应尽快建立中国教育经费筹措与运作的新体制。

Probe into the New system of Raise and Utilize Education Outlay

At present, the problem of educational funds shortage is very protrusive for various educational organizations at different levels. At the same time, there are many poverty-stricken families and students unable to bear an expense for normal education. However, the financial-aid for students is very hard to carry out effectively because of the limitation from the commercial practice of the bank and the imperfect system of the social credit. To solve these problems mentioned above, a new system of how to raise and use China's educational funds should be established as quickly as possible.
