西藏草场资源可持续开发利用生态补偿机制研究

西藏自治区被列为全国重要的草原生态保护地区，由此必然产生其提供草原生态保护服务的义务及取得相应草原生态保护补助的权利。分析西藏自治区草原生态补偿制度，发现相关生态补偿法律缺失、补偿主体限定过窄、补偿标准低、补偿形式单一、社会保障制度不完善等问题，提出完善生态补偿法律及制度体系、拓宽补偿主体范围、提高及明确补偿标准、完善生态补偿监管制度等措施。

Ecological Compensation Mechanism of Tibet Sustainable Development and Utilization of Grassland Resources

The Tibet Autonomous Region was listed as the country’s major grassland ecological protection areas,thereby inevita-bly there comes out its obligation to provide services grassland ecological protection and the right to obtain the relevant grassland ecological protection subsidy. While analyzing the region’s ecological compensation system,it was found that there was the ab-sence of relevant ecological compensation laws,the the narrowness of compensation body,the lowness of compensation stand-ards,and the singleness of compensation form,the imperfection of the social security system. The measures to broaden compen-sation subject scope,improve and clear compensation standards,improve the regulatory system and other ecological compensa-tions are put forward.
