化解“三农”问题的基本逻辑

“三农”问题的核心是农民整体收入水平偏低,影响农民收入的根源在于农业效率低下,而提高农业效率的途径有两个:一是加快农业劳动力转移,从农业内部减少农民,这就需要借助于农村工业化和城镇化战略的实施;二是从农业外部增加对农业的投入,构建农业的外部支撑系统,这就需要借助于城乡统筹战略的进一步推进。而两种战略的实施必须以中心城镇为切入点,同时开展新农村运动,最终实现小康农村和“四个文明”的宏伟目标。

The Basic Logic about Solving the Problem of "Agriculture, Peasant and Village"

The core of "Agriculture,Peasant and Village" is the lower income of the peasants.The root of affecting peasants' income lies in the lower agricultural efficiency.There are two ways to enhance the agricultural efficiency.The first is to speed up the movement of rural residents and reduce peasants from the agricultural interior.This relies on the implementation of the village industrialization and the urbanization strategy;The second is to increase agricultural investment from the agricultural exterior and construct the agriculture exterior support system.This needs to further advance the integration of cities and countryside.But the implementations of these two strategies must cut the central cities into the spot,simultaneously develop the new village movement.Finally it will realize the grand goals of the well-off village and "four civilizations".
