| 摘 要： | 以人为本是科学发展观的核心原则,对经济和社会发展具有全局性的指导意义。执法是现代法治的重要环节,应该将以人为本作为执法的原则予以贯彻,创新执法原则的理论。执法中坚持以人为本的原则,具体体现在:执法应合乎人性,体现人道,彰显人文关怀,以保障和实现人权为终极目的。

| Abstract: | The human centered principle,as the core of view of scientific development,is of great guiding significance to whole development of economy and society.The implementation of law,as an important link in the modern governance through the law,must be carried out with the human-centeredness as the principle in order to renovate the theoretical foundations for the law implementation principles.The concrete embodiment of the human-centered principle can be seen in that the law must be implemented in accordance with human nature so as to show concern for humanity,to reveal human love with the ultimate purpose to guarantee and realize human rights. |
